a simple, efficient and cheap way is to make a dedicated tip for your soldering iron to remove the socket. (material CuCrZr with 0.3/1.2% Cr and 0.03/0.3% Zr)
of course, you need then to empta the holes and hand solder the new part.
according to our experience, it works pretty well (of course, the tip will be totally destroyed at the end)
good luck

Subject: [TN] PLCC socket removal

Hi TechNetters,

I have run into a situation where I may need to remove and replace a 68 pin through-hole socket that is used to house an SMT PLCC device. The board is .062" @ 4 layers, and the socket is somewhat isolated in a corner of the board. Potentially, this might be done on a few thousand units. My first thought is selective soldering. >From your experiences, whom should I consider? Do you have any other thoughts?

Thank you,
