Dale, I believe you will find the IPC 7711/7721 Rework/Repair and Modifications manual helpful. The procedure for lifted pad repair using the film adhesive, according to 7721 manual (don't recall the section #) has the highest level of conformance. I attended the instructor certification at Soldering Technology International recently and now see ways to cut costs tremendously by repairing instead of scrapping.
