Check the read_me file, or spec list that this engineer sends with the layouts, and compare it to what some of the other engineers use, to see if the wording is different, or specs are different. Our read-me files are just text files included with the gerber files in the zip file. We follow a fairly standard format, but we can add special instructions specific to the current project. Maybe that's what is happening and it either conflicts with some other instruction or it sets a different reference for tolerances. Maybe the standard is pre plating dimension and this file says post plating dimension on a hole size, for example. The curious thing is we use the same design and assembly methods for all our boards, but the problems only show up on one engineer's product. What is the "recommended" clearance between a pad and the adjacent ground plane? Ours look to be 0.015".
