Hi Karen,
Good Luck with your appeal. To answer your questions:
1. I know of 10 PCB Designers looking for work. Four from where I am working now, four from previous work places and two professional jobbers.
2. Not to my knowledge, there is just no work to do.
3. I get calls from all over the country from employment agencies and people looking for layout jobs. Looking in the Technical and Engineering sections of the newspaper, there are few to none PCB design jobs. Once in awhile an architectural ACAD. job opens up but that's it. There is very little R&D going on in my area, so no new projects. Like the last recession in the 90's, a lot of designers got out of the profession altogether.

I was layed off in September. I live in California.

Because the outlook for finding a job has not been promising,
I have returned to school and applied for retraining benefits
through the EDD.

However, I have been turned down, becasue according to the EDD,
"There is an adequate labor market for your existing skills of
Circuit Board Designer".

I am planning to appeal the decision.

What I need to know is:

1 - Do most designers know of atleast one or more designers
    that are currently out of work?

2 - Of those that are out of work, have any of them lost their
    jobs to design departments outside of the United States?

3 - Do you believe that there are currently less design
    positions now than one year ago?
    two years ago?
    three years ago?
