The
exception reads "solder in electronic circuit boards and other electric
applications", thus the material must be solder. Tin/lead plating in the
non-solder area is applied for improvement of crimp performance, corrosion
resistance or insertion force management and is not used as a solderable
material.
Also,
pure tin is an excellent crimp material. We have been using it for more
than 60 years with great success. The coating on cables is generically
used to improve the contact resistance between the wire and the crimp,
especially after environmental exposure. The tin or "solder" is not
typically reflowed to form a solder joint - soldering is not necessary since you
have the crimp connection.

The operative phrase to answer your question seems to
be: "and other electric applications". Since cables are an integral element of
nearly all electric and electronic applications within an automobile, it seems
that it fits in the exemption even if crimped. (I assume that solder is used
to bind the stranded wires in the cable) Whether tin-lead solder is the best
coating for crimping, I cannot say. There may be better and/or more cost
effective coatings but crimping a high tin solder (e.g. SAC) might cause some
concern because of the compressive stress implication in tin whisker formation
issue
