I thought Tetra-Etch was made by W.L. Gore, but I couldn't find it on their web site. I found some hits on Google, including Vishay.

Dear Peter Duncan, It's very important to prep the surface of the teflon
before applying the adhesive. I used to use a product called
"Tetra-etch" it worked well. I think Davidson make this type of
product.
