IPC 0040 is a draft document that is out for review and commentary by IPC membership and the industry at large.  You should be able to get a copy from the IPC website.  It is a large PDF file, about 11 MB in size.  It does not comprise a standard yet, but is a quite comprehensive handbook on Optoelectronic packaging, fiberoptics, network configuration, etc.
