Doug, Flash point is the temperature at which the substance will ignite, as from a burning cigarette, under specified test conditions. Localized conditions including localized temperature variations, oxygen concentration, and the presence of other volatile materials also need to be considered. In general, fully chlorinated solvents do not burn well - carbon tetrachloride was used in fire extinguishers before its health hazards were understood. The MSDS will give you some guidance.
