You need a
barrier plate between the brass and the tin. Zinc from the brass diffuses into the tin causing solder-ability
problems.
You should
use a flash of copper or nickel-plating between the brass and tin to stop this
happening. Nickel has a longer
shelf life but copper is easier to control so I would suggest you use copper.

leads to a new question, what is a good process for tinning small quantities of
mechanically etched prototype PCB's and chem. etched brass parts?
Keep in
mind we are a electronics manufacturing/r&d house with limited chemical
processing resources.
