Before you go through that much work you might try Solder-Nu by Kester, if they still make it. Sounds like your tin has oxidized.

Help!!!!
Can any of you metallurgical/chemical wizard types help me? I need to strip tin (?) plate off of brass. Hopefully without etching the brass. 
The plating solution was;
Flouboric Acid
Stannous Fluoroborate
Thiourea
 
This stuff soldered great last week but will not wet this week.
 
I greatly appreciate any help,
