Hi Peter,
 
Don't know if your machine uses carbon or any other type of filters. If so then you should look into change-frequency and the costs involved for replacement of regeneration. 
Have you thought about SIR tests, with SIR-patterns underneath large low-standoff devices ?

I am looking for guidelines in commissioning a new in-line cleaner and
process (for no clean and OA).

What are some of the critical items to be considered?

I have the followings:
1) Visual inspection for residues (noclean)
2) Ionograph results (OA)
3) All seals and materials must be compatible with our Chemistries
4) Performance of dryer section- Not sure how to measure yet
5) Does not remove solder mask
6) CSA certifiable
7) Sound levels must be 80 dBA or lower at exit
8) Leakage from exhaust
9) Chemical smell?
10) Cleanliness under fine pitch devices or BGAs??
11) Drag out rate and chemical loss?
