Just my opinion but I would define;
QUALIFICATION as determining the suitability of  a
process/material/vendor/etc. for a particular application. INSPECTION
verifies conformance to one or more specifications.
RECEIVING is the paper trail required to indicate to whatever material
control system is used that inventory has increased by the amount received
and the vendor should be paid. (Some customers have trouble with the last
bit.)
