I would advise you to get a copy of IPC-A-600F and go to pages 15 thru 20. These pages give you history of current industry positions on measles and photos of various conditions that exist within the laminate system. This will help you determine if you truly have measles or crazing or delamination. A spiderweb appearance is not a discription of normal measles.
