Making a circuit board out of copper alloys sounds good until you realize that the many of the portions that must be solderable also must be the portions that must be copper plated in order to get continuity between layers and the etch quality of the alloys is not so great as they are alloyed to prevent corrosion (etching).  We also should remember that the foil to make the circuit board is manufactured by plating  and finally treated with special final platings to improve adhesion.  You could overplate plate the alloy as we do with CIC, but we are back to the plated finish.
