My, it sounds like you need to take your layout engineer down to the shop floor and introduce him to the solder touch up operators, then stand back and let them tear him a new one. In the meantime, you might wish to try the services of SMT Plus. We've used them for years and have yet to have a touch up issue on any of our products. A yearly subscription to their libraries is very inexpensive.
