Earl, We've had very good success with Adapter Technologies in Perkasie, Pa. Phone is 215 258 5750. They add a header to the BGA that gets plugged into a surface-mount socket assembled to the board. The socket's body sizes match the footprint of the actual BGA and allow swapping of BGAs. They also offer assembly/rework/reballing services.
