Larry, I have seen advertisements for companies that tape SMDs that are received in stick and tape loose axial leaded components. One I know of, lists capabilities for checking lead alignment, so one would have to assume that equipment is available. This company also offers programming services. Perhaps your answer is to find a more full service provider. You could look at Buyers Guide on Circuits Assembly's web site. I think they have a category component taping services. They program both PLCC and QFP components for us and they randomly end up bending (coplanarity) leads on these components.
