POH IPC-A-610C section 6.5.4 states that blowholes are Process indicators for Class2,3 provided the solder joints meet the requirements of Table 6-2. This means that the larger the blow hole, the less likely the solder joint will be acceptable. All the conditions of table 6-2 need to be meet before your inspectors can say the joint is acceptable.
