Hi: Although the data is not widely available, white tin does oxidize. It is very dependent on temperature and humidity so storage is always an issue. If the boards are stored at ambient conditions it is very likely that oxidation has occurred and the tin has become resistant to soldering. SnO is pretty resistant to reactivation although it should be possible.
