Couldn't find anything under MIL-STD-100 or MIL-STD-130, can you give a description of what those standards are?
The only thing I found close to MIL-STD-454 was MIL-HDBK-454. Go to:

sounds like that's what Sherry might have been looking for...it's a hefty download, 181-pages!
