We have success where we use WS on 1mm pitch BGAs and 1.25 mm pitch BGAs.  For .8mm pitch BGA's we use no clean.  Cannot remove the flux residue from under them efficiently.

I would be the first to admit I am not an expert, but cleaning under a low stand-off BGA is a major problem.   And water soluble flux residues are definitely not something you want left on a board.
