In anticipation of this, our drawings call for laminate or prepreg to be FR-4. Some boards we leave it to the discretion of the fabricator as far as construction. You could add "per IPC-4101" and copper foil per the appropriate IPC doc just to make sure. Not surprising, since many multilayer boards are done w/foil lam to reduce $$$. Just be sure to use a general specification to cover yourself and communicate to your supplier what you want to end product to be made of or spec'ed to. Roger M.
