I think this one depends on which side of the fence you are on. I personally would prefer not to have any track repairs. If you do decide to allow repairs then I would get a copy of IPC7721 and decide which of the many methods in the standard you want your supplier to use. I would also insist that any repaired boards are segregated from normal production with a list of the locations of the repairs. If you make the procedure complex enough your supplier may just decide it's not worth the bother and scrap them / improve his yield!!
