I have to agree with Neil, the figures quoted are well in excess of what we find on a typical HASL board. With manufacturers trying to obtain the flattest possible pads for fine pitch SM components, we've found it's not uncommon to find Solderability issues arising from insufficient coverage, particularly on the knee region of a PTH. We have recently received a lot of boards where the HASL plating on the fine pitch device exceeds 3.5 mils. He have an extensive amount of bridging on these devices now.
