Bill - If you are using a release of PowerPCB prior to V4.0 there is no elegant solution to your problem that I know of. You are forced to import cutouts as 2d lines and trace them as board objects to create a cutout. With version 4.0 of the software you can import them and then convert them to board objects directly, no tracing required. Jeffrey A.
