We would either use
a jumper wire looped over the top of the QFP and soldered to both leads, or use
a short length of bare wire bridging the 2 leads. Wouldn't suggest a solder

Specification
We have a fine pitch QFP which requires rework to short 2
adjacent pins. Is there a specification which outlines the requirements for
such rework? Is it acceptable to use a solder bridge rather than a jumper
wire?
