A load of codswallop. Paper labels are made from cellulose, which is hygroscopic. It suffices to touch a label to discharge any charge on it, should the adhesive be too insulating (which is unlikely). As for ink, double-codswallop. OTOH, I recommend the labels be applied outside an ESD-safe area, along with all other labels of any sort on anything. Reason: peeling them off the silicone-loaded backing paper CAN generate a substantial charge, which is more likely to stay longer on the backing than the label itself. Also, I consider that all non-essential silicone-based materials (included impregnated paper) have no place in an assembly workshop.
