Dear Rick Howieson, Your question is a legitimate one indeed, 1. If you are a PCB manufacturer then, it is a Repair or Acceptance conditions to be agreed between parties to become Rework. 2. If you are an Assembly house then it can be both. 3. The question left open is, by what guide are judging this defect, I assume that IPC standards will not accept this attitude as you have described, it has to be glued first...
