Being a Military contractor, we've been controlling the shelf life of just about everything for years. First of all, every material that is received must be labeled with an expiration date (or "no shelf life required"). We've documented in out procedure that the shelf life expires on the last day of the month. All shelf life material is stored in a dedicated "shelf life " cabinet (or refrigerator/freezer). There are obviously many of these cabinets throughout the plant. On the first of every month, it is the responsibility of whom ever is in charge of the individual areas (or designee) to go through the cabinets and remove all material that will expire at the end of the month. This material either gets extended (as the internal material spec allows) or scrapped. The important thing to do is to have a documented shelf life policy describing the procedures.
