Phil, I, too, have just started on the same project, putting it under the "Infrastructure" catgory along with ESD control and preventive maintenance done by building maintenance (rather than the machine operator). Does thermal grease have a shelf life? One thing I've noted that does which may have escaped your notice is the foils and traces for repairing damaged conductors as described in IPC-7721, method 4.2.2, and for repairing damaged pads.
