I think you will find most tolerances on V-grove scoring will come from the customer drawing. I do not think IPC covers the actual tolerance for the cut.
 
As a general rule, I have found that for an .062 board leaving a .015 +/- .003 web meets most everyone's expectations. I have also found that typically +/- .003 with respect to blade/v-grove alignment top to bottom is needed. Tolerance for thicker designed should be discussed up front with the end used to determine their needs if the tolerance is not specified elsewhere.
