This
is one that will always bring lots of confusion and explanations in my
opinion. I have been taught that the copper is not the issue of
being exposed to the environments the assembly will see, it
is the iron base materials. 610 does not address the
differences. I still teach my students (operators) to cover the ends as
part of their hand soldering technique. I do not teach them to rework just for
that. I inform them of the reasons for wanting to do due to material
types. I use the magnetic properties that some hand tools have
by picking up iron base leads versus copper leads.

The IPC standard states that all clipped leads must either
be reflowed or checked under 10X magnification. Is this just a standard for
single sided boards? If you have a double sided board and a good fillet on the
component side of the board and you clipped the leads on the solder side what
would be the cause of concern if a joint is fractured on the solder side?
