From within the Industry I'd recommend the ITRI (International Tin Research Institute) or, from academia, the Georgia Institute of Technology, or, from government, the EPA's "Design for the Environment". But when in-doubt rely on the chemical system providers for designing a comparative finish test, for when it's all said and done you're going to end-up seeking them with your results anyway!
