Lou - I've come across similar problems. If I understand you correctly and you only have a few boards that you "can't put the lid on" for your totes, in other words the boards are too long. You may want to consider zip-lock type static shielding bags. This assumes you are trying to maintain a faraday cage. With the boards enclosed in the bags, you can then put the bags into the totes without a lid. The bags would be an inexpensive solution, and would work well for small numbers of boards, but the bags may quickly become awkward for large quantities. I hope this alternative may help you.
