Steve,

I have to agree with Glynn, wow that looks really awful.  I cannot believe your
supplier sent you anything that bad unless they thought it was something else
cosmetic.  Maybe it is just solder mask bumps.  If it was hydrogen bubbles during the
plating process a blind inspector should have kicked those babies.  Vendor should
have said something anyway, I would not ship anything like that on workmanship.

If the copper is compromised reject those things.
