You can usually use basic press tooling for short runs.  However, for a
more permanent solution the rivet maker usually has drawings for the type
of tooling needed for specific applications.  Generally I have only seen
this kind of rivets being used in high volume applications where a machine
contains the rivets and the operator places the work in the holder and the
machine installs the rivet or "PEM" in a single operation.
