Phil, If you don't find anything that works directly with Protel 99SE, you might like to try PCBTestPoints from DynaCad Design Services. It works on both binary and ASCII (PDIF) format databases for P-CAD and PDIF format databases from Accel EDA and Protel. I know that, at one time, Protel had the ability to output a PDIF format database - you may need to check with them if it still exists or if you can get a utility to do it for you.
