Welcome to the PCB industry: strangely addictive without being able to say why. We price our boards differently if batch sizes vary on a scale of magnitude: 1,000 pieces, 10,000 pieces, etc. Of course, you decide the scale: 2x, 5x, 10x and so on. Electrical test is included in unit price; the cost of manufacturing the test jig is factored into the one-time tooling charge.
