It is a little bit difficult to see the exact problem, but I think it can be attributed
to one of two possible causes.  There may have been some contaminant between the
laminator and the top of the mask when the mask was applied or the board was hot and
the mask stuck to those spots when it was placed across the board.

I would not think the dielectric strength was compromised.  It is probably just
cosmetic.
