Hans, The answer to your chicken and egg question is: the specification. For the longest time, there weren't many (ie one) non-captive board houses qualified to 31032. There still isn't a large number of qualified vendors out there. Therefore, we continued to call out 55110 on our PWB drawings. As far as customer specs go, even today, most of the ones that I receive and work to continue to call out 55110. The caveat is that these same specs also call out MIL-STD-2000 soldering and PWBs designed per MIL-STD-275E. No wonder the word "dinosaur" comes to mind when dealing with the military/aerospace world. Personally, I'd rather use IPC specs than the MIL documents for various reasons - better written, and because an industry standard, by definition, should be inclusive.
