Have you looked at the ISO 9000:2000 DIS (Draft International Standard) yet?
ISO 9000:1994 will be replaced shortly by the 2000 revision...you can still
get certified to the '94 version but after the update is released you will
have three years to recertify to '00 and no further certifications will be
made to '94.

We currently have ~125 people, are a high mix/low volume house that does alot
of high rel. & Military work.  Quality Supervisor, QE, Training Supervisor, 5
floor inspectors, 1 quality tech. (data entry & chart formatting).  Our
receiving inspection is also under the quality banner.  We have ~ 10 to 1
worker/inspector ratio under a 100% inspection methodology.  Does this work?
To a point.  Does it make sense for you, probably not.  As stated elsewhere
everyone should be responsible for quality, but the extent that you formally
distribute the work is up to you.
