Steve, We have done this in the past and it worked just fine. Save some money. You really need to make sure that the mirror image matches exactly. It's been a while, but at past employer there were some boards that we built for a customer that were panelized just as you said. The boards were for some sort of barcode reader wands or something like that. It worked great in my opinion!
