Hello Jan and all To appreciate the wording of 2KA you might need to dig back a little further in the specs to DoD-2K, Volume 2, Page 42 where DIP devices were restricted from any "clinch" at all. Leads were required to be "bent" outward less than 30 degrees. This concern was a result of failures due to component delidding caused by an inward lead clinch. In addition there were the issues of complication for rework and lead finish cracking that hindered solderability. The wording selection for 2KA "bent" outward was intentional to discourage aggressive clinches for DIP device leads and thereby not contributing to the previous issue with component delidding. Obviously the greater number of leads deflected, the greater the possibility of component damage as well as the other issues mentioned above.
