They have their roots in the glass cloth manufacture. Although it may vary somewhat from manufacturer to manufacturer, these designators generally refer to thickness of the pre-preg (with also some effect on resin content). You can usually use several different combinations of pre-preg designations to acheive the same dielectric thickness in the finished board. However, be careful, for there is often a price to pay for the choices made.
