Tom, IPC-2221 has a guideline; section 4.6 says "Liquid screened markings require clearances that are typically 0.4 - 0.5 mm from solderable surfaces." 0.016 to 0.020" is typically a lot for the dense boards we do today. FYI: Mary Sugden and Mona Johnson did a 5-part article on PCB marking in Printed Circuit Design, from 11/96 to 3/97. Therein they give a summary of clearances (12/96, pg 45, under Summary), where they say 0.010" for premium boards and 0.017" for standard. Good info in the series. Hope that helps... Roger M.
