Tell them to snap them up!!!!! Snapping is just as important as the groundstraps, etc. We stress it in our training program and the video for ESD that we use (of course from IPC :-} ) mentions the importance of keeping the jackets closed. We have made it a punishable offense, just like the ground straps, etc. Keeping the jacket open will allow static charge to build up, dependent upon clothing, on the front of the person, and based on my experience, the front of a person is always closest to the circuit board and thus has a greater chance of contacting the unit and creating problems. The use of the jacket does a great job of bleeding off the charge from clothing, and eventually allowing it to dissipate via the persons skin/ground strap.
