Very well said. In that regard SPC falls into the same category as many TQM
tools. For any of them to be truly effective the issue of Quality Culture
must be addressed, and must be addressed at all levels of the business.

Three elements in particular:

1. Empowerment (support, responsibility, training)
2. Data driven descision making.
3. Understanding of Quality Costs.

These are almost precursors to an effective SPC program.
