Hello All,
             could somebody shed a light on the problem what I quite can't
figure out.
Why is the annular ring on outer layers measured from the edge of the hole
to the edge of the land and
                                  on internal layers measured from the edge
of the     drilled hole to the edge of the land .
So on external layers we include the plating in the measurement of annular
ring and on internal  layers we do not.
Why is that???
