The information you are looking for is usually found with the
application notes of the component you are mounting to the heatsink. If
the manufacturer of the component is short on information, but the
package is standard, Motorola has good information. Find a MOT part that
is in the same package and look up the app notes. For small parts like
TO220 through hole 6 inch pounds rings a bell . . . but you know the old
saying, in God we trust all others bring data.

The IPC-A-610 went to the extent of defining heatsink acceptability
requirements such that "hardware meets mounting torque requirements if
specified."

Due to past problems, we are going to verify heatsinks withstand a
certain
amount of torque.  Does anyone know of a recommended/benchmark torque
heatsinks should be able to withstand?

Our particular heatsink is about 1" x 1", .25" tall.  We have been using

Loctite 383.
