Hi Peter!

It could be the cover tape...the cover tape could be a P.S.A. (Pressure
Sensitive Adhesive) tape. It normally doesn't happen because a cap usually
sits in it's pocket low enough so that the tape won't contact it. BUT, if the
cap is pretty thick and maybe in the wrong sized carrier tape (not deep
enough pockets), it may sit high enough in the pocket to contact the tape,
and if it's a PSA tape I could see how that might happen...
